Plans revealed to turn residential home on quiet Fylde Coast street into kids' home - for a second time
‘The environment would be care within a small, family-style home.’
A planning application for a children’s care home in Poulton has been submitted - for a second time.
Nova NW LTD, based in Poulton, has applied to change the use of 16 The Paddock from a private dwelling to a Children's Residential Care Home for up to two children.
The company was registered in July this year and is a provider of specialist residential childcare ‘committed to delivering high-quality, trauma informed care within small, family-style homes.’

The proposed home will provide accommodation for a maximum of two children aged between 8 and 17 years, together with appropriate staffing arrangements that ensure no more than two carers are present on site at any one time.
An earlier application was made in July this year and was refused by planners at Wyre Council in September, citing the change of use would result in an intensification of activity.
There were concerns about high frequency of visits by staff, including staff changeovers, and an increased demand for car parking resulting in an unacceptable impact on the area.
The new application states that existing access arrangements are suitable with sufficient off-street parking, traffic generation is expected to remain modest and the proposal will not prejudice highway safety.
Operationally, the home would see managed staff shifts and appointment-based professional visits which would further reduce the potential for parking or traffic impacts.
The application says the facility “will create a stable domestic environment where children experience ordinary family life whilst receiving the care, supervision and support required to meet their individual needs.”
In its supporting statement the applicant referred to the Government’s emphasis on the importance of providing stable accommodation for looked-after children within communities.
