Clubs are due to meet in a delayed EGM this morning to vote on proposals to change the EFL regulations in the event of the campaign being curtailed.

Not all 71 EFL clubs are expected to attend the virtual meeting, with the majority expected to vote by proxy.

A number of proposals have been put forward, but – after months of discussions – it’s understood a majority of clubs are likely to vote in favour of ending the season now with final placings being decided by an unweighted points-per-game average.

Should this occur, this would mean Fleetwood Town, who have already returned to training, would finish in a play-off place and would take on Wycombe Wanderers over a two-legged semi-final.

Blackpool, meanwhile, would finish in 13th place.

League Two is also expected to be curtailed, while Championship clubs will vote to fulfil their remaining fixtures.

The second tier of English football has already committed to returning to action from June 20, subject to health and safety protocols being met.

The picture is more unclear in League One, where clubs have yet to decide on the way forward.

A number of clubs in the promotion picture are keen to play on.

However, a host of other sides have shared concerns about the financial costs involved.

Many questions remain, however, including how the season should be concluded should clubs vote in favour of ending the season now.

A letter sent to all 71 clubs revealed they will vote on proposals put forward by the EFL board, Barnsley and Tranmere Rovers.

They will also vote on amendments to the EFL proposal put forward by Lincoln City, Ipswich Town and Stevenage.

The EFL board proposal is the first of six and its recommendation is that, in the event of an early curtailment, final divisional placings should be determined on unweighted points-per-game.

It suggests promotion and relegation should be retained, play-offs should be played in all circumstances but should not be extended beyond four teams, as has been suggested.

If a scenario arises whereby the play-offs cannot be played, the EFL board will determine the appropriate course of action.

The majority required to curtail the 2019/20 season in any division should be 51 per cent. Determining whether or not to curtail the season is a decision for each division to take.

The EFL believes the principle of relegation across all three divisions is integral to the integrity of the pyramid, from the Premier League down to the National League, provided it has assurances the National League will start season 2020/21.

Coronavirus testing has already begun among four League One clubs, believed to be those who will take part in the play-offs.

A total of 135 players and staff were tested in the third tier at the end of last week, all returning negative results.
