Roofer mis-sold service

Blackpool magistrates adjourned sentence on 30-year-old Paul Pennington of Tewkesbury Drive after he admitted three offences under the Unfair Trading regulations.

Pennington traded as ACP Roofing and Loft Conversions and was hired by a 78-year-old Fleetwood man to mend his garage and main house roof.

Nick McNamara, prosecuting for Lancashire County Council’s trading standards department, said a price of £1,550 was agreed for the work. Work was done on the roof but the householder felt it had not been done properly and it cost him a further £1,050 to get another firm in and correct what had been done.

Pennington admitted failing to provide a contract to the customer advising of his rights of cancellation.

He also admitted failing to provide a proper receipt for the work done. He further admitted giving false and misleading information about a 15-year guarantee.

The court heard Pennington had a previous conviction for a similar offence.

Pennington who represented himself said: “He had two weeks to cancel but he didn’t. There is no evidence any other work has ever been done on that roof -where are the pictures? I don’t think this is a fair hearing.”
