Born in London but brought up in Ireland, he moved to Blackpool with his wife Philomena in 1988 to run a guesthouse in the resort.

He was elected to the council in 1992 as a Labour councillor before becoming Mayor in 2005.

His wife Philomena, who was Mayoress, said: “He was very proud of being Mayor of Blackpool and there were many highlights of our year.

“He particularly loved the Switch-on and the celebrations for Veterans Week.

“Philip was diagnosed with cancer 12 months ago, and will be missed hugely by all his family and friends. The great highlight of his life were his grandchildren.”

As well as Philomena, he leaves three daughters Christina, Anna-Maria and Claire, and grandchildren Lily and Thomas.

His funeral will be held on Wednesday October 21 at 9.30am. Restrictions apply, but the service from St Kentigern’s Church will be streamed on YouTube.
