Each of the homes will have private yards to the back, which will be accessed by a secure gate, documents showed.

The development comes after concerns were raised in August about the safety of the building by Fleetwood councillor Rachel George.

Coun George said she was worried someone could be seriously injured and said the building should have been more robustly secured while planning was being decided.

In March, firefighters and police had to attend the building when there was a blaze there, and there had been a number of similar incidents at the site.
