Fresh strategy unveiled to revitalise Blackpool town centre

More than 100 proposals are included in the document approved by the council’s executive committee, ranging from introducing electric bikes for hire to launching an arts festival.

The action plan, which will be reviewed annually, comes as multi-million pound town centre investment in a new cinema, Wilko store and Holiday Inn hotel is set to be completed this year.

A total of £1.5m has also been set aside from Blackpool’s £5.1m Shared Prosperity Fund investment plan to implement town centre improvements including in street furniture, planting, better lighting and signage.

Highlights from the Town Centre Action Plan include

Formalise an effective strategy for St John’s Square which takes into account pedestrians and the restriction of traffic, while setting up a booking mechanism for more use of the space for events.

Introduce a regular ‘deep clean’ regime into the town centre, improving street cleanliness to the level of that supported by the Welcome Back Fund in 2021.

Review street furniture so clutter can be removed from the town centre’s footpaths and pedestrianised areas, and look at what needs to be added including innovative signposting.

Consider opportunities to increase public open space, outdoor seating and more green areas.

Improve lighting coverage where required including feature-based lighting in the busiest areas to improve the safety and attractiveness of streets, as well as making it easier for people to find their way around.

Ensure provision of sufficient parking and infrastructure within the town centre to accommodate the growth in electric vehicle (EV) usage.

Explore the potential for a shared ridership schemes, including a possible hire scheme for electric bikes. Develop improved cycle routes into the town centre with more cycle parking

Create an events strategy for the town centre in a partnership between the council, the BID (business improvement district) and private organisers using multiple venues including the Winter Gardens, Abingdon Street Market, and Houndshill.

Use vacant units for activities such as pop-up retail, pop-up food and beverage, and temporary arts and cultural outlets.

Explore options regarding a public and street art festival across the town centre.
