Developers want to build a further five bungalows at Birchwood Gardens, where 12 bungalows for residents aged over 55 have already been built on the site of the former Baguleys Garden Centre on Midgeland Road.
But planning officers are recommending the application is refused when it goes before the council's planning committee on Tuesday June 14.

Hide AdA report to the committee says the proposals contravene policies for development of the area and should be put on hold until the Marton Moss Neighbourhood Plan has been adopted.
However the developer has asked for a decision to be made sooner.
The report adds: "The proposals would occupy greenfield land and would not meet any of the specified circumstances in which new residential development would be acceptable within the Marton Moss strategic site in advance of the adoption of a neighbourhood plan for the area.
"As proposed, the development would have a significant and unacceptable impact upon the green, open and semi-rural character of this area of the Moss."

Hide AdPlanning permission was granted for Birchwood Gardens in April 2019 because it was felt the benefits of redevelopment of a brownfield site outweighed the fact the scheme contravened planning policy.
Consultation took place in April this year for the Marton Moss Neighbourhood Plan which sets out a framework for future development in the area,
The next stage of the process will be submission of the plan to the council, followed by independent examination, a referendum and then formal adoption of the plan.
