Blackpool tip to re-open on postcode basis

Blackpool's tip will re-open on Monday under strict new conditions while other waste services including the collection of green refuse are also to resume from next week.

A postcode-based system will operate to enable residents to access the household waste recycling centre on Bristol Avenue in Bispham.

The tip has been closed since March 25 while changes to kerbside collections were also introduced under coronavirus lockdown measures, but last week the Government issued new guidelines permitting council tips to re-open.

Coun Jim Hobson, Blackpool Council cabinet member for climate change and environment, said: “We have been planning for some time how we can reintroduce our waste collection services in a safe and controlled manner.

“When the household waste recycling centre opens on May 18, it will inevitably be with restrictions in place as we need to manage demand and limit the number of people inside the centre at any one time to ensure we are following safe distancing procedures."

The tip will open Monday to Friday for extended hours between 10am and 8pm, with just six bays instead of the usual 21, and with designated days for each postcode area of the town.

Residents will have to display proof of their address in their windscreen and access will be via Moor Park Avenue in order to minimise traffic congestion.

Other waste services which will also resume on Monday are the Rover mobile recycling unit and Bulky Matters, the pre-paid collection service for larger items for recycling.

Coun Hobson added: "These are extremely challenging times and we would ask for people to be patient.

"Like so many around the country, our environmental teams are working extremely hard to maintain public services such as waste collection.

“Once the centre reopens, we will be monitoring how this system works in practice and will make adjustments if needed.”

Coun Tony Williams, leader of the Conservative group on the council, welcomed the reinstatement of key waste services amid concerns closures had led to increased fly tipping.

He said: "I think our waste collection staff have done a sterling job in difficult circumstances and deserve to be congratulated for their dedication."
