'Widespread and systemic failings' identified at 'unsafe' Cleveleys care home

Service at a Cleveleys care home was not safe, medicines were not managed safely and dignity and respect were not always considered by staff, a recent CQC inspection found.

Morvern Care Centre on Cleveleys promenade was given the lowest rating of inadequate by the Care Quality Commission (CQC) following an inspection in September.

A report published on November 24 by the health and social care watchdog outlined serious concerns about the safety of residents.

An inspector, who visited the care home after receiving concerns about the management of risk, safeguarding and the condition of the living environment, said: "Although people told us they felt safe living at Morvern Care Centre, the service was not safe. Risk was not always assessed and managed to protect people from exposure to harm.

"Safeguarding processes were not always followed to minimise the risk of abuse. We could not be fully assured people got their medicines as directed.

"Medicines were not always managed safely and in line with good practice. Staffing levels were not always appropriate to meet the needs of people who lived at the home.

"We found widespread and systemic failings throughout the service."

Staff were found not to always be responsive and caring of people's needs, dietary needs were not consistently met, and dignity and respect were not always considered and promoted when staff communicated with residents.

People were not offered baths or showers in a timely manner, and those with dementia were left for large amounts of time without stimulus or activities.

Staff were also found not to have the correct training or skills to keep people safe.

Raj Shah, owner of Morvern Care Centre, said he had made improvements since the last inspection in April, and has recruited a new management team to step up care efforts.

:"We are sad to see the report and are working around the clock from the last two months at the service to ensure compliance is met," Mr Shah said.

"Before the report was published, we did make immediate improvements within the home immediately after the concerns were noted at the inspection in September 2020, along with recruiting a new management team who will lead the team in best practice care standards.

"We are hoping to have a further inspection in due course so we can evidence all our hard work and continued dedication to improvements and achieve a better rating with CQC.

"The care of our residents is our priority and we would like to assure all loved ones that we are working around the clock to ensure they are safe and receiving person-centred care."

During the home's last inspection, a report published in April 2020 rated the home as "requires improvement", but inspectors in September said not enough improvements had been made.

Morvern Care Centre has now been placed under special measures, after the watchdog found breaches in relation to safe care and treatment, staffing, consent, safeguarding, person-centred care, dignity and respect and good governance.

The special measures implemented by the CQC will ensure another visit within six months, to assess whether further improvements have been made by the care home.

If inspectors are unhappy with the level of improvement in the service, the CQC will begin the process of preventing Morvern Care Centre from operating, documents showed.
