The application lodged by Amy Crook, of Victoria Road West, Cleveleys, sought to turn 156 Highcross Road in Poulton into a nursery.

The bungalow, next to the Church of the English Martyrs, had been proposed to care for 65 children with 28 members of staff.

But planners refused the application on Monday, stating concerns about the levels of disturbance to neighbouring residences.

The council said: "The intensity of use from the proposed number of staff and children using the site would result in a harmful effect on the general amenity and living conditions of the occupants of neighbouring residential properties."

Concerns were raised about the levels of interruption to neighbours from children's outdoor activities and car drop-offs and pick-ups, with excessive engine noise and disturbances from car doors.

The application was also refused due to "general disturbance arising from the flurry of non-domestic activities."
