New measures proposed for Blackpool landlords

Housing chiefs have launched a 10-week consultation over fresh proposals to licence private rented homes in central Blackpool.

The selective licensing scheme proposed by Blackpool Council will cover the three wards of Talbot, Brunswick and the northern half of Bloomfield.

It would mean every house, flat or room that is used as private rented accommodation within the designated area would require a licence.

The proposal follows the introduction of additional licensing to the central area in 2016.

Selective licensing schemes already operate in Claremont and South Beach.

They aim to improve standards by addressing the poor management of some private landlords and the poor property conditions that they offer.

Coun Christine Wright, Blackpool Council cabinet member for housing, said: “Improving the quality of private sector properties is a key strategic housing objective for Blackpool Council.

“We recognise that many landlords provide accommodation far above and beyond the minimum standards required by law in Blackpool but unfortunately, there are many properties that fall below acceptable standards.

“We hope this consultation will be a positive move for responsible landlords, as cleaning up the local area should improve the attractiveness of their property and help them to find better tenants.

“We are committed to listening and responding to the views of the tenants, landlords and residents, which is why we are offering a chance for local people to contribute to decision making.”

A previous scheme was shelved last year when it did not meet government requirements.

The consultation was launched on Wednesday and will run until June 8.

Copies of the proposal will be available to view at the council offices at Bickerstaffe House and at reception in the Municipal Building, Corporation Street.

Replies can be received online by accessing www.smartsurvey.co.uk/s/central-licensing or in writing by completing the questionnaire issued with the letter.

Some landlords in Blackpool have previously opposed plans to introduce selective licensing because they say controls are already in place and the new scheme will increase costs for landlords.
