Beggar's caught breaching order yet again

Colin Clapp was heard asking passers-by in the town centre for cash by a community police support officer.

It was Clapp’s tenth breach of the CBO since September.

Clapp, 30, of Charles Street, Blackpool, pleaded guilty to breaching conditions of his CBO.

He was fined £40 and ordered to pay £30 victims’ surcharge by Blackpool magistrate. Clapp could not pay so the bench told him to stay in the precincts of the court during the morning instead.

Malcolm Isherwood, prosecuting, said the two-year CBO banned Clapp from Blackpool town centre and from asking people in the resort for money.

On May 23 at 3.45pm, an officer on bike patrol saw Clapp on Abingdon Street, an area he was prohibited from entering.

The officer also said he heard Clapp ask passersby “Have you got any spare change?” the court was told.
