The 31-year-old has agreed an initial one-year deal, with the option of a further year.
Taylor, who started his career with Oldham Athletic, will join the club on July 1 following his departure from Bolton Wanderers.
Taylor has made over 400 senior appearances in his career to date, including numerous games for Millwall and Blackburn Rovers in The Championship. It was at Rovers where he previously played under manager Gary Bowyer.
The signing comes after Blackpool wrapped up the season-long loan of Rangers striker Joe Dodoo this morning.
It means Bowyer has now made five new additions this summer, with Michael Nottingham and Harry Pritchard arriving from non-league and John O’Sullivan being signed on a free transfer.
