Hide AdScannell made just 12 appearances for Blackpool last term after reuniting with his former Huddersfield Town boss Simon Grayson.
His only goal came in the 2-1 victory against Lincoln City in September.
Scannell, who has previously played for the likes of Crystal Palace, Millwall and Bradford City, said he jumped at the chance to work with former Pool boss Holloway.
He said: “I’ve known Ollie for a few years now and to play for a manager like Ollie is all that I’ve wanted for. As soon as I spoke to him I wanted to come straight away.
“I’m a winger, but I like to play anywhere - left, right, number 10, I’ve even played up front a few times as well. I just like to get at players.”
