The owner of Ma Kelly’s pub and cabaret bar on Lytham Road, South Shore, has lodged an appeal against enforcement action.
A notice was served by the council on July 22 in relation to external alterations to the venue agreed as part of planning permission.
It included the part demolition of the frontage and installation of a new shop front.
The council has taken action because it says work agreed as a condition of planning permission has not been carried out.
Planners also say a condition in regard to sound proofing of the premises has not been complied with.
The appeal is one of five lodged in the previous few weeks against council planning decisions and enforcement notices.
