The plans entail a change of use application for an existing bungalow on Coronation Road - the same site as two previous unsuccessful applications to build 40-plus bedroom care homes for elderly residents.

There is currently an outstanding appeal on one of those

schemes.

The applicant for the chidren’s home is Mr Raj Shah, who already owns the Morvern Care Centre at the end of the street.

Works to the building include a roof lift, single storey rear link extension and addition of pitched roof to existing garage.

The care would be provided for children aged 10 to 17 who would have been in the care of the local authority.

There would be 24-7 care/support and but no live-in carer.

The proposal will create eight full-time jobs and the staff will work on a rota of two staff and one manager at each

shift and there will be three shifts each.

The bungalow is close to a number of residential properties on the street, raising some concerns about noise issues from the project, but the low height of the buildings means there will be no issues of overlooking or size/scale concerns.

Planning officers are recommending the scheme for approval.

However, one of the consultees, Wyre’s head of environmental health and community safety, notes: “ I have concerns that there is potential for a significant adverse impact due to noise on the health and quality of the occupants of the above mentioned residential premises, this is as a result of the immediate proximity of this proposed development to the adjacent residential properties.
