Paedophile was seen talking to children in street

A convicted paedophile who was banned from contact with children was seen repeatedly taking to youngsters in Blackpool.

Philip Parkes also broke the law when he took a trip to Amsterdam and failed to tell the police about it beforehand.

Parkes, 37, of Reads Avenue, Blackpool, pleaded guilty to three offences of breaching a Sex Offences Prevention Order (SOPO) and one offence of breaching a condition of a Sex Offenders Registration Order

He was sentenced to a 14 weeks tagged curfew from 2pm to 10am and ordered to pay £85 costs with £85 victims’ surcharge by Blackpool magistrates.

The court was told that Parkes was put on the Sex Offenders Register and made the subject of a SOPO after being convicted of possessing indecent photographs of children,

The orders banned him from contact with children under 16 except for inadvertent contact and he was also required to tell the police at least seven days beforehand if he was travelling abroad.

Prosecutor, Pam Smith, said all the offences took place in May this year. Between May 1 and 7 Parkes went to Amsterdam but did not inform police.

On May 17, 18 and 19 he was seen talking in the street to a boy and a girl both aged 15 and giving them cigarettes.

Martin Hillson, defending, said there was no suggestion the teenagers had gone to Parkes’s address or that their conversation was of a sexual nature.

Parkes had told police about the trip he had taken to the Netherlands when officers questioned him about talking to the children
