The government said Blackpool needs 93 new homes every year, while the council’s estimate sits at between 250 and 400.
The average yearly build between 2007/08 and 2016/17 was 141, figures showed.
In Fylde it was 284, and in Wyre it was 269.
A spokeswoman for Blackpool Council said its estimate of homes needed varies so wildly from the government’s because the assessments are “based on different methodologies.”
“The adopted housing figure for Blackpool for 2012-2027 is 280 dwellings per annum,” she said.
“The figure of 93 is a minimum figure. Blackpool’s housing target for 2012-2027 reflects the assessed needs of the future population, the level of housing considered realistic to deliver in the Borough (taking account of market signals, development viability and the availability of land) and the alignment of housing growth to economic prosperity.
“The core strategy housing policies aim to deliver an appropriate scale, type and tenure mix of good quality homes across the borough, in areas where people want to live.
“This will improve choice and affordability issues to meet the future needs of the population, whilst creating more sustainable communities.
“Inherent to achieving this will be intervention measures to rebalance the existing stock, along with new development focused in the existing urban area and in south Blackpool, in line with the overarching strategy for regeneration and supporting growth.”
Homelessness ‘not an issue’ here
Blackpool had 13 ‘verified rough sleepers’, according to a head count in November, the council said.
A spokeswoman said: “We would estimate that, at the moment, we probably have about 15 per night, although this will vary.”
