Barking dogs owner is fined

A dog owner has been ordered to pay more than £2,000 after his barking pets prompted dozens of complaints from his neighbours.

Hassan Latif, 30, of Squires Gate Lane, South Shore, was found guilty at Blackpool Magistrates Court of 18 breaches of a noise abatement notice.

Blackpool Council took action after receiving dozens of complaints that his two American Bulldogs, kept in his back yard, continued to bark throughout the day and the early hours of the morning.

After investigating the complaints, council officers classed the barking as a statutory nuisance, and served an abatement notice on Mr Latif to stop the problem reoccurring.

But neighbours continued to complain and it was decided to prosecute.

Latif was fined £330 for each of three incidents on September 26 2014, January 30 February 15, both this year, as well as £1,000 costs and a £33 victim surcharge.

The total of £2,023 is the largest overall financial penalty ever handed out in Blackpool for excessive dog barking.

Coun Gillian Campbell, deputy leader of Blackpool Council, said: “Having to live with dogs constantly barking at all hours of the day can extremely frustrating and unnerving, and flies completely in the face of what we are trying to create.”
