Vic manager struck off after '˜working at different hospital while her diary showed her at town hall meeting'

An NHS manager failed to attend a course, saying she was sick, when she was actually working for a private firm, a hearing was told.

Although Claire Davison’s work diary showed her at meetings, on a course, or taking time owing, she was actually ‘moonlighting’ for HCL Workforce Solutions at Manchester Children’s Hospital, a Nursing and Midwifery Council panel heard.

The former team leader, who worked in universal services at Blackpool Teaching Hospitals NHS Foundation Trust, was investigated by bosses but quit before an internal probe could end in January 2015.

She has now been struck off, after the panel ruled she also handed in false mileage expense forms, claimed for extra hours she didn’t work, and forged signatures on timesheets.

Documents seen by The Gazette said: “The panel considered that Mrs Davison has demonstrated no insight into the events.

“It found that her actions were dishonest, premeditated, and repeated.

“Mrs Davison’s conduct was a significant departure from the standards expected of a registered nurse and a serious breach of the fundamental tenets of the profession.”

The papers continued: “The panel considered that her repeated dishonesty, apparent deep-seated attitudinal problems, and lack of insight or remorse are fundamentally incompatible with her remaining on the register.”

A fitness to practice committee met to discuss the case against Mrs Davison in London, and was told how she worked for HCL multiple times between November 2013 and the following February.

On one occasion she worked for the agency from 2pm until 9pm, while her work diary showed her at a town hall meeting from 1pm until 5pm.

She did not attend, and a counter-fraud specialist said he believed it ‘was a false or misleading diary entry designed to deter anyone ... from seeking to contact Mrs Davison when she was working for HCL’.

Mrs Davison’s explanation was that she was taking time owed, but there was no record of any time being owed, requested, or authorised.

On another date, Mrs Davison was expected to travel to Kendal for a course, but emailed the coordinator to say she had a chest infection – before working for HCL.

When challenged by the counter-fraud expert, she ‘insisted she had attended’, documents said.

“But when she was shown she had worked for HCL while the course was on, she accepted that she did not attend,” they added.

“Mrs Davison conceded she was not sick and that her explanation was false. Her true reason for absence was ‘private’.

“She then claimed she had taken this day off as an annual leave day.”

The hearing also heard Mrs Davison claimed expenses for a business trip from Freckleton to Lancaster, despite not going due to ill health, before doing similar the day after for a business trip from Freckleton to Farington.

“At the time the meeting was due to take place, Mrs Davison would have been travelling to an HCL shift at the Royal Manchester Children’s Hospital,” the documents said.
