The player is currently on a a decent Premier League salary, and talks remain at an early stage.
The Scottish star will be keen on a move back to Pool, where he has enjoyed two loan spells, both ending in a Championship play-off final.
During his first spell, he helped fire Pool to the Premier League with a famous double in the play-off semi-final against Nottingham Forest.
Despite Pool’s attempts to sign him then, he returned to Swansea and scored at Wembley in their play-off final win over Reading last year.
He fell out of favour at the Liberty Stadium and returned to Bloomfield Road in March, firing six goals in eight starts.
Holloway is desperate to add to his strikeforce ahead of Saturday’s season opener at Millwall and a deal for Dobbie would delight the Pool boss.
