A driver who had been drinking was obnoxious to police.

Matthew Winning was stopped after police saw him speeding without lights on Blackpool Promenade and narrowly miss another car.

Winning, 26, of Halton Garden, Cleveleys, pleaded guilty to failing to provide a breath specimen.

He was banned from the road for three years and fined £250 with £85 costs plus £20 victims’ surcharge by Blackpool magistrates.

Pam Smith, prosecuting, said police saw Winning speeding in a Renault Mégane without lights on January 19 at 3.45am.

A roadside breath test showed 94 micrograms of alcohol in his body - 35 is the limit.

At the police station he was extremely abusive to police officers.

Winning, who has a previous conviction for drink-driving, said he had nothing to say.
