Why are landaus above the law?

I WOULD like to know why the police are not taking action against landau drivers who blatantly break the law.

Is there one law for these drivers and one for motorists?

Landau drivers have been seen driving through red traffic lights and one was actually using a

mobile while doing so!

Now we read that a

couple driving home could not see the horses and landaus coming along the Pleasure Beach even though the lights were on (Letters, J Goring).

As animal lovers they were concerned about this and they rightly ask why the horses' owners don't put some fluorescent paint or strips on the

horses' harnesses or carts to reflect the lights from the traffic.

I and other animal lovers have been repeatedly writing to the papers about this law-breaking. We have pointed it out to the council and the drivers and I, for one, am very angry about our protests being continually ignored. There is just a deafening silence from both groups?

Surely there are police out during the night keeping watch on all types of behaviour on the Prom?

If motorists were disregarding the rules – no lights on their vehicles,

ignoring traffic lights – they would soon be held to account.

Perhaps the council and the drivers think that if they keep their heads down that will stop the protests.

But the protests will go on because it seems that more and more people are noticing what is happening about the horses and landaus problem.

Once again, I would like an answer from the police as to why they are ignoring law-breaking by the drivers.
