A FYLDE councillor has hit out at "despicable" vandals who potentially put lives at risk.
They uprooted an emergency rubber ring at a Bowland Grange pond, Wesham on December 20.
Coun Simon Renwick, said: "If anyone slipped into the water, who knows what could have happened."
