Top speed gun worker sacked for Blackpool camera trap

LANCASHIRE Police's top gun was sacked after a probe revealed Blackpool motorists were caught out by a dodgy speed camera.
The civilian employee, who worked in the county's Central Processing Unit, was the highest performing mobile camera technician in the force in terms of the number of offences captured.

But after a probe was launched into his work, 545 wrongful convictions were quashed and more than £35,500 in fines paid back to motorists.

The news comes at the end of an Independent Police Complaints Commission (IPCC) investigation into allegations the operative failed to carry out his job correctly.

Ms Naseem Malik, IPCC Commissioner for the North West, said: "This speed camera technician failed to undertake basic checks of the systems he was operating and as a result he undermined the integrity of hundreds of prosecutions.

"It would appear he was proud of his position as the top performing camera technician, but it would appear he pursued quantity at the expense of quality – and at the expense of hundreds of motorists."

The investigation found the speed camera technician had failed to correctly calibrate the mobile speed camera he was using on a number of occasions between September 2006 and May 2007.

This meant the man, who started his job in September 2006, failed to carry out proper procedures ensuring the distance measurement and alignment were correct before and after the camera was operated.

This meant it could not be guaranteed the camera had worked correctly.

Video tapes were analysed and 41 of the 435 tapes checked were found to have faults. These tapes covered locations in Blackpool and Penwortham.

Evidence

Police have not revealed the exact locations.

Despite knowing the correct checks had not been made, the operative then signed documents needed for court cases to certify the equipment had been working correctly.

A criminal prosecution file was prepared for the Crown Prosecution Service who determined there was insufficient evidence to bring charges against the worker.

Investigating officers recommended Lancashire Police review its training of speed camera technicians and ensure regular checks are made of their work.

The force today apologised to motorists across the Fylde coast.

Supt Martyn Leveridge, of the Lancashire Police's professional standards department, said: "One of the main recommendations from this investigation was a need for a review of the training of speed camera technicians.

"A full review of the training programme has taken place, as well as the supervision and processes involved in the work of the technicians.

"There are additional provisions now in place to regularly monitor the work of camera technicians in order to prevent this happening again in the future.

"There have been lessons learnt from this investigation and the Constabulary will seek to progress areas of development so as to provide the highest quality of service to the communities of Lancashire."

I heard this previously about two operatives, so it must have been a different case. It concerned cameras in Blackpool and Preston. So just how many times is this happening? This man should go to prison. I'm sorry, but an internal probe (ouch), is not the answer. There must be criminal proceedings against this man for perverting the course of justice. What if some people lost their livelihoods over this. For official security clearance people now have to even declare speeding convictions as if they are criminals and this could result in the failure to land a job. What if someone got a ban through this and lost their job. Their payment protection on their mortgage wouldnt pay out! God forbid, what if someone killed themselves in such a situation??? Is this what the police force has become? McBroons target driven tax collectors?

I got one of these speeding fines through the post last year from a camera in Preston. Firstly it arrived over two months late, secondly I had no idea who was driving, as I share my vehicle with a colleague and my father.

The form is worded in such a way to presume guilt and it states they dont accept appeals on the grounds of incorrect calibration, as all the checks for the camera in question have been done. Now this is their standard wording, so how can the statement be trusted when a number of their checks on a number of cameras were never done? I thought we lived in a democratic society with a system of justice for all!!! ha! what rubbish.

I appealed and after a long long wait, was sent a snotty letter saying for me to take it as a "warning" this time but I could not offer it as a defence in future. How dare they? How can they presume guilt for a supposed repeat occurence? What if again there is a dodgy camera (or technician) or someone else was driving? or I get the fine letter months after a supposed incident? I know for a fact I have not speeded past the particular camera and I am disgusted with the police attitude and arrogance and presumtion of guilt.

What are we paying taxes for? So the easy target, largely law abiding, road legal, over taxed, insured, hard working members of society can be persecuted and treated in this way? Meanwhile, scumbag yobs walk free to cause mayhem on a daily basis. They always seem to say it is the publics responsibility to help them catch and gather evidence against serious criminals and yobs etc. Why the hell should we?, when we are treated like criminals and police cant be bothered to turn up when we need them most. They have completely lost the support and confidence of the British public. Its all targets targets targets, where minor traffic and other offences are weighted equally with a stabbing. If the rank and file police officers had any dignity they would go on strike and refuse to cooperat

If a driver lies to the court about who is driving he is prosecuted and jailed for perverting the course of justice. Here we have an internal police enquiry which of course results in 'one law for them and one for the rest' as there is no prosecution!

Last year my friend refused to accept a fixed penalty for speeding on St Walburgas Road and chose Court to plead not guilty. On the day of the hearing the civilian camera operator did not attend court to give evidence on oath and my friend had his case dismissed. Is this just a coincidence or was it known then that there were some dodgy prosecutions in the pipeline? Giving signed paper evidence to the court whilst serious is not as bad as giving oral perjured evidence is it?

This is just the tip of the iceberg.

I was wrongly accused of speeding and I was astounded at the amount of lies I unearthed by the Police, CPS, and SCP.

The only surprise here is that the so called, 'Independant' Police complaints commision has actually found some evidence against this person!

He admits to signing court documents (S9 statements perhaps) which he knew to be wrong, yet is still NOT to be prosecuted for Perverting the Course of Justice?

I must get a job with them as they seem to be immune to prosecution for anything!!
