COUPLES could be able to say "I do" on Blackpool Promenade if a new bid for funding is successful.
Regeneration chiefs are hopeful European cash for a wedding chapel and restaurant on the Tower Festival Headland will be approved early next year.

It will bring investment in the headland up to £14m, following a £4m grant from the Government's Sea Change fund and cash from the Northwest Development Agency.

A planning application has now been submitted to the council so that the headland can be levelled to create a 20,000 capacity open-air arena which will be ready by March 2010.

If approved, it will also see the Promenade reduced from the current four lanes, to just two in front of the Tower.

Doug Garrett, chief executive of regeneration company ReBlackpool, said: "We have made a submission to the European Regional Development Fund for money to put a structure at the north end of the headland.

"It would allow us to provide various elements including a cafe, restaurant and a place to house some of the lighting and sound technology for events. It is also a potential location for a wedding chapel for marriage ceremonies.

"The designs for the comedy carpet art project are still being worked on and remain the central focus for the site.

"Part of the planning application is to reduce the road to two lanes, to make the area more pedestrian friendly."

When large events are held on the headland, traffic will be diverted and the tram service will be suspended in order to allow crowds to gather safely.

Outline planning permission is already in place, but changes need to be made to create a single grand staircase from the headland to the beach and to increase the height of the sea wall.

The parade to the north of the headland will slope to cope with the increasing gradient towards North Pier.

The planning brief says: "The main amendment to the approved scheme has evolved from the desire to create a level event space throughout the headland."

I love this bit: "Part of the planning application is to reduce the road to two lanes, to make the area more pedestrian friendly."

Anything that puts pedestrians before car drivers can only be good, there is nothing more frustrating than waiting for ages on the promenard for the lights to change so you can cross the road.

Pedestrians must always come before poluting car drivers. If car drivers don't like the delay caused by two lanes, they should use a tram or a bus.

ZimFlyer, you're always posting some anti-car rubbish on this site. I can only assume that either a) you were unable to pass your driving test b) can't afford to drive a car or c) had your license permanently revoked. Your bitterness towards car drivers is verging on fanatical. Do you honestly think Blackpool Buses are LESS polluting than cars? Why don't you stand behind one and have a good breath in, then get back to us.

I also agree changing the road to 2 lanes is madness, why not adjust the headland to whatever it needs to be. The plan will do wonders for traffic during the illuminations, NOT!!! Of course if we actually had enough trams in service and that could manage to travel at good viewing speed particularly past the main tableaux that might help.

Actually Danny M, I drive an Astra but where ever possible use public transport and walk and are down to 4000 miles a year and eventually aim to get rid of the car altogether.

As regards the fuems from a bus, the difference is how many people can fit on a bus and how many car journies can that reduce.

Our aim should be to install trolley buses so as to reduce the pollution at the point of source.

The Pedestrian must come first in all urban spaces and with that we need to support our public transport system so as to create open spaces that people can walk and mix in.

fyldecoast, why not do what I and my family do, walk past the tableux's and you can see them at your leisure and then just catch a tram back.

Thus you can get a great view and reduce car fuems in the area.

The problem with your comments ZimFlyer is you seem to lump all car drivers together. You need to accept the fact that public transport isn't a viable option to everyone.

As for your comment about how many people can fit on a bus. What about in less busy periods, when the majority of people are at work, school, college, etc and the streets are quiet? How much pollution are those same buses producing by driving around with only a handful of passengers on?

Your second problem is you're a tram geek (yes I googled you) and I think you get turned on at the thought of a fancy new tram system and passengers to make it viable. Just because you have a penchant for trams doesn't mean we should all ditch our cars just to satisfy you.

well arent car driver the public ????????

roads were built for cars, that why they are to drive on, unlike you who seems to think you have the right of way, no wonder so many people get knocked down each day in Blackpool, when pedestrains just walk right in front of you without looking - you dont own the roads, car drivers have right of way on the roads

disregarding the possible traffic snarl ups and the pro/anti trammies argument over the two lane traffic, getting married on Blackpool prom?? I am not a) religious b) ancient or c)a killjoy, but surely marriage is a serious commitment, why debase it by turning it into a seaside attraction, Like most things these days, the lowest common denominator ssems to rule everything, why does everything have to be dumbed down??

cramming more traffic in to two laes is madness, the promenade is the busiest area, however, yes do more for pedestrians, make it easier to cross, and some large posters explaining people are only meant to cross when the green man is on would be a fatastic help, i've lost count of the times i've sat at lights, whilst they are on go, cos people wander out into the road. there is good and bad for noth sides.
getting married on the promenade? isn't this one last poor attempt to try ad turn blackpool into las vegas since the casino bid failed?

Danny M, thank you for taking time to google me, you will have seen that I've lived all over the world and came to Blackpool because of the potential this great place has.

It has through it's Light Rail and bus network the potential to be a leading UK city. By restricting the traffic flow of cars we can force more people on to buses or trams and with it invest more money in to the public transport network, sadly the more roads we build the more cars will use them and the more polution and congestion we will have.

friedman and Lol North Shore, the problem with many stretches of road is that it can take upto two minutes for the lights to go green and many pedestrians get frustrated especially when it's raining. Pedestrians because they are not producing any pollution should have right of way and I would push for more zebra crossings.

By restricting car use on the prominard by cutting it down from two lanes to one and encouraging more people to walk or use light rail we will make the whole sea front area a nicer place to be. After all you don't go to a shopping mall and expect to see cars driving through the middle of it, the cars are kept on the outside.
