een, 50, of Beach Court, East Beach in Lytham, pleaded guilty to driving with excess alcohol and without an MoT.
He was banned from the road for 20 months, fined £250 with £60 costs and ordered to pay the £15 victims' surcharge by Blackpool magistrates.
Pam Smith, prosecuting, said Green overtook several cars on Lytham Road, Moss Side, near Kirkham on June 23.
A man driving the other way had to swerve on to the kerb to avoid a head-on collision with Green.
A woman witness coming up to the level crossing said Green overtook the car behind her and then her vehicle, forcing her to brake hard.
An off-duty police sergeant arrived at the scene moments later and witnesses identified Green who was walking away.
Green was taken to hospital and released later.
A breath test showed 76 micrograms of alcohol in his body – 35 is the limit.
