Disabled man's two-year gas bill row

A DISABLED veteran who hasn't paid his gas bill for two years has forced a power giant to back down in a row over paperwork.
British Gas decided not to go ahead with applying for a warrant to cut off 48-year-old David Hughes's supply after he failed to pay in protest when the company's letters did not comply with disabled laws.

Now, partially-sighted Mr Hughes wants answers as to whether he will now receive correspondence in the correct lettering and paper colour required for him to read them.

Artillery

The former member of the Royal Artillery, who lives in Annesley Avenue, Layton, said: "I will now be asking questions of MPs and members of the House of Lords as to how so many major companies are getting away with breaking the law by not coming into line with what is required of them under the Disability Discrimination Act.

"I don't know what will happen in the future. I turned up at court and wanted to file a counter claim against them as they have never sent me a letter in the format I require, which is against the rules of the Disability Act.

"For each letter they have sent me I could claim compensation of up to £3,000 – the letters I have received would mean if the case against them was successful they could owe me £700,000. I haven't got a clue what is going to happen now with my bill. British Gas haven't told me anything about what will happen in the future."

A lifelong disability campaigner, Mr Hughes was himself declared officially disabled in 2001 after being nearly blinded in a street attack.

He had previously served with the Royal Artillery in Germany and comes from a long line of servicemen and women.

The Royal National Institute of Blind People (RNIB) is currently running a campaign named 20/20 which aims for the visually impaired to receive all communications in readable formats by 2020.

Bill Alker from the RNIB said: "We receive more complaints about this than any other part of the Disability Discrimination Act.

"He may have protection under the act to receive information in a format they can read and is welcome to call the RNIB and ask for advice from our dedicated officer."

A British Gas spokeswoman said: "We apologise to Mr Hughes for the inconvenience caused. We have already reduced the customer's bills twice as a gesture of goodwill.

"Mr Hughes has also been added to our Extra Care Register and is now receiving his bills in the correct format.
"However, the outstanding, reduced balances for both his gas and electric usage dating back to 2006 are still due for payment."

Although I sympathise with this person's disability, surely he is aware that he has to pay his bills like everybody else? Seems to me like he should settle up- if i didnt pay my bills, I'd be cut off so what's the difference?

I agree, Companies are so scared to take action against the disabled/minorities in case discrimination action is taken.
If he can’t read it how did he know it was from British Gas?
If I was British Gas I would send him a container load of letters in every possible format including etching the message onto a piece of stone just to make sure they don’t upset him.

Another example of a scrounger. If he doesn't pay up then its down to the rest of us pay. Too many people like him around, cut him off, he'd soon be able to understand the bill!

I dont like the idea of this man being called a scrounger,he is blind,disabled and a war veteran who must be wondering why he served for queen and country,shame on all of you making these comments.As a british citizen he like all of has to abide by the laws of the land or be punished,going off the comments here i take the view that people think fat cat companies can do as they please,this isent so they to must abide by the law and acts passed through parliment,im sure the issue in this has nothing to do with not wanting to pay his bill but more of a point making exercise,i wonder just how many blind people have been cut off because they cant read their bills or communicate,thanks to this man it will now be a lot less.

Ste, he's not too poorly sighted to be able to use the gas is he? He should pay for what he's used and not get away with it. I agree that they should try and make it easier for him to read his bills if necessary, but there must be so many different ways that people need the bills, that in the end, it is a shame that they haven't been able to help this man.

This person is not disabled. He claims to be disabled to seek attention and financial gain. He has no medical evidence to prove he is physically disabled. He is not partially sighted. If he is unable to read his bills how can he drive his car - and yes he does have a car. Shame on you Gazette for giving this person publicity. He has obviously fooled you with his lies.

In reply to Ste's comments this person may have taken part in some basic military training but he is not a war hero and has never served Queen and country. He does no favours for real blind or disabled people.
