Anger at housing chiefs' £1,000 trip

A HOUSING firm has been criticised after spending almost £1,000 on a fact-finding mission to Dorset – despite refusing to install a new complaints system because, residents claim it was "too expensive".
Blackpool Coastal Housing (BCH), Blackpool Council's arms length housing firm, sent seven employees to Poole.

The visit has been labelled "pointless" by Mereside Tenants and Residents Association treasurer Bruce Allen. But bosses insisted the visi
t would help them offer the best service possible. They stressed they had done everything possible they could to keep costs down.

BCH chief executive Peter Jefferson said staff had shared a minibus to Poole rather than taken the train to the "benchmarking exercise" at Poole Housing Partnership.

He added some had shared rooms in low cost, out-of-town accommodation.

Mr Jefferson said: "We strive to make our services the best possible and to do this we are required to benchmark ourselves amongst other ALMOs (arms length management organisations) in the North West and further afield."

Employees visited Poole Housing Partnership.

Mr Jefferson said: "We were able to learn from their differing ideas and practices which we will now be able to adapt to benefit our organisation and residents.

Visiting other organisations is seen as better than going to conferences and seminars as those conferences do not display best practice in action and allow us to see first hand how the best operate. It is also more cost effective."

Residents, who say requests for a new complaints procedure were refused on cost grounds were not happy.

"It comes from a lack of respect," Mr Allen said. "They seem to think the residents should keep our mouths shut and take what we are given.

"This trip included overnight stays and probably pretty decent hotels. You have to ask is it a good way of spending money.

"We asked for a new complaints system but were told it was too expensive."

A council spokesman said there was already a complaints system in place.

Mr Allen urged bosses to think carefully about how they spend residents' rent in future.

BCH runs properties throughout Blackpool including on Grange Park and Queens Park.

Yet again another council quango spending silly stupid money. IS THIS COUNCIL TAX PAYERS MONEY, no doubt. Reading the article and the quote of the chief executive, what a pompous pratt he sounds.

My concern is this: was the jolly a value for money exercsie or a little trip for senior staff to poole.

I would really welcome the views of other coastal homes residents on this subject?

Me thinks carolos the jackass is correctly named. Has he actually seen what BCH have done for the residents of this town, not a lot.

Does he know Mr Allen, dont think so. Its not BCH working hard but the Council who are working very hard on your behalf. All partys of the council, are working to improve this town and the housing for the residents. NOT THE BCH LOT.

It appears that the phantom deleter is at it again, one wonders if its a member of the BCH Staff, now the truth is out in the public arena.

I echo Mr Allens sentiments, in this current depression why would BCH a wholey owned council company spend tax payers money on such a mindless trip.

Are BCH so bad at what they do they have to go and nick other ALMOs ideas, appears so. The decent homes work they are doing on meresider, grange park leaves a great deal to be desired, very substandard.

As for Mr Jeffersons comments, he would say that wouldnt he. I would like to hear what other residents organisations in the town think IF THEY have the guts to back up Mr Allen and his association at mereside. Come on you lot of do gooders at Grange and Queens Park what do you lot think or does BCH not allow you to think. NOPE didnt think so, under the thumb. I hope that the so called board of directors at BCH take note and hold Jefferson and his shower to account. Nope didnt think so, there under his thumb also.

Having taken a great interest in this story, I do echo Mr Allen from Mereside comments. The do gooders at Queens Park do have an independent voice and we often air that opinion to the dismay of some. However what should be cautioned more than anything is the irresponsible spending of all public body’s in this time of economic downturn. Whilst understanding that BCH want to benchmark and learn from some of the best organizations in the country, one can’t really understand why they had to go to Poole in Dorset, as they are perfectly good ALMOS not more than 2 hours drive away.
Mr Jefferson Commented that this was a best value exercise and basically done on the cheap, let’s hope that this ethos doesn’t follow through to the decent homes standard work.
I however do appreciate that staff need training and let’s hope that the 7 senior managers that went to Poole benefited and gained some useful knowledge and information. However I would advise caution with future spending on junkets of this nature. But we should take away the merits of the good work that BCH can do. Un fortunately to the rent paying public this little staff trip is one of the things that will be remembered, rightly so. So yes the other Residents Groups in town do applauded Mr Allen and the Mereside group for raising the public’s awareness of this “JOLLIE” little trip.

I very much doubt that we're only talking about £1000 here! The £1000 will inlcude the cost of travel, hotels and food but it won't include the cost of their wages! Seven staff for at least one day, especially at senior management level, equates to much more than £1000.
This just demonstrates what a slack organisation BCH are, to be able to send so many staff on such a trip. If the 'Benchmarking' exercise was so absolutely necessary could they not have sent just one or two staff and have them feedback to their colleagues?
